L'angelo Grigori (angeli detti "osservatori") Bartleby e l'angelo della morte Loki sono stati cacciati dal cielo da Dio dopo che Bartleby ha convinto Loki a deporre la spada ardente e a non uccidere più per conto di Dio. I due vengono esiliati nel Wisconsin, luogo che considerano peggio dell'inferno. Intanto, in una chiesa di Red Bank, nel New Jersey, il cardinale Ignatius Glick festeggia il centenario della riconsacrazione della chiesa con l'indulgenza plenaria. Passando per le porte della chiesa, infatti, ogni peccato verrà perdonato e, in caso di morte, all'anima sarà concesso di varcare le porte del paradiso. La notizia, grazie ad una soffiata del demone Azrael, giunge alle orecchie di Bartleby e Loki. Grazie a questa indulgenza infatti, potrebbero ottenere il perdono dei loro peccati ed il permesso di rientrare in paradiso dimostrando che Dio non è infallibile, e mettendo quindi in discussione la legge sulla quale si regge l'intera esistenza del creato, distruggendo così l'esistenza stessa.

An abortion clinic worker with a special heritage is enlisted to prevent two angels from reentering Heaven and thus undoing the fabric of the universe. Along the way, she is aided by two prophets, Jay and Silent Bob. With the help of Rufus, the 13th Apostle, they must stop those who stand in their way and prevent the angels from entering Heaven.
